Train Operator in Apex near S. Salem Street

My husband says he sees this gentleman every day on the tracks, and is not sure what is taking place. But every day, the barriers come down, and cars are stopped. Does anybody know what he is doing? I believe he only runs one car back and forth, but what is happening? Just curious what is going on there?
