DMV should send you the renewal / new registration card.

In the switchover to the new system it's very possible that you would go longer than 12 months w/o an inspection. The windshield sticker is no longer used.
What dates are on your plate and registration card? Does your registration card have an "Inspect by" date?

Being from CA also, the process here is very different. However, it was somewhat simple. Check online to see if you have a registration block due to a delinquent property tax payment (https://services.wakegov.com/ptax/main/billing/). If so, pay it over the phone. Then go to the inspection center. They will just require your old registration. From there go to the (Vehicle & License Plate Renewal Office) DMV, and they will issue new registration and tags. I'd do this quickly as the NC law enforcement seems to be cracking down on expired registration.

My car inspection day is 2-28 2014, Can I take my car inspection now 12-3 2013...? Because I will be out of country for 6 months

Yes, the inspection has to be no more than 90 days before the expiration of the plate, and you are just barely within that window now, so any time is fine.
