I live in Sampson County and have just accepted a job in North Raleigh, just off of Capital Blvd. I will commute in daily via I-40W to I-440 to Capital. My job luckily offers flexible scheduling...7-4, 730-430, or 8-5 are my options. Via this route, what time of day is typically the most congested? I want to arrange my schedule so that I can get in to work ahead of as much congestion as possible. In midday, I can make the trip in about 1 hr 10 mins. How much extra time should I allow to account for traffic in the mornings? Thanks!

If I were you, I would try to do the 7-4. You will miss the morning and afternoon rush.
