Welcome to the US.
Durham rentals are pretty affordable compared to similar cities of equal size. Many are listed regularly at (broken link) ...just look for those that say "Durham".
Durham Regional Hospital is a pretty good place...my grandfather went there when he was ill because the hospital in his small town couldn't help him as well.
Durham's safety---well that depends on WHERE in Durham you are. There are a few bad parts of town, but they're easy to identify. Since you have no car, you're going to need to live near the hospital, I assume, and that's in North Durham, along the North Duke Street corridor. That area is safe....lots of middle-class homes.
You should probably pick a home near a bus line. You can find info on Durham's bus line at http://data.durhamnc.gov (I believe Durham Regional Hospital is on bus Route 4.)

Good luck in your move!!
