I feel like mosrt people are only reading the headline and not reading the criteria used to develop the ranking. Take a closer look at the article in the op's link and it will make more sense.

During a recession, it's more difficult. When there is a recovery, it's better to be in a place with more educated people because it brings stronger and better opportunities for professional sectors of the economy. The talent pool is one of the reasons why the Triangle ranks so highly on so many "best of" lists.
