Have they done away with the term "beltline" or merely the terms "inner" and "outer"? (And even if the former, I doubt that simply removing the signs will remove the term from the Raleigh lexicon.)

Its now I-440 West and I-440 East, which I think could prove more problematic than inner/outer Beltline, given the general lack of directional understanding in society.
They didn't "create" anything. It's just how the "city" developed and how we natives referred to different parts of town. There was IBT (mostly locals), North Raleigh (mostly transplanted IBM'ers) and downtown (mostly locals). By the looks of the number of transplants here, it hasn't stiffled anything. I grew up "IBT". I now live in Cary. It's really no big deal.
The "Beltline" moniker will not be going away. It predates I40. It predates I440. Not to worry, it's embedded in the lexicon of the city.
