I tried a search here as well as the City's website...hopefully someone can point me in the right direction.

We live in N. Raleigh, our subdivision is not governed by an HOA.

Over the past 2 years our neighbors have basically used "utter neglect" as their landscaping choice. The front lawn has grass and weeds that are now waist high, they've not mowed the lawn once this year. The back yard is as bad, but with piles upon piles of clutter and broken toys all over the place. We have *some* privacy from bushes along the back fence.

I'm concerned about the vermin and mosquitoes that this could attract. We keep our yard very clean from leaf litter and other things that allow snakes and other nasties to form homes.

Does anyone know if there is a city ordinance to enforce lawn care? If I had any kind of cordial relationship with these folks I would have just talked to them, but they're sort of nuts.

Here is a link to a searchable database of Raleigh ordinances(site has many other NC cities). Municode - Search

Searched for "weeds", and this ordinance(Sec 12-6002) says grass and weeds must be kept below 8 inches within 100 ft from any other property or street.
