I am considering moving to Rapid City in the near future. I would like to know about noise and barking dog ordinances. Are they enforced or are they looked upon as a nuisance by the police? Also, what about the yards? Is there a neighborhood pride on owning a home as there was in the 1960's or are trash and weeds allowed to accumulate?

no not enforced, and many of dogs roam the neighborhood unattended by their owners. No one enforces leashes.
I've called animal control on this stupid dog a couple times because the stupid neighbors wouldn't chain him in the backyard or fix their gate, so he got out daily. He scared the crap out of my 3 yo at the time too many times. So I got fed up and called the pound on a daily basis.
So the dad decides to get rid of the dog instead of leashing him or fixing his fence. Doesn't sould like it was a good place for the dog anyway.
If you live in the Valley, it has a reputation of being a dog owned community. I don't even know if there is a barking ordinance, as I hear MANY of them bark at eachother all night in the summer.

Some of it will depend on the covenants of your neighborhood but I think weeds cannot exceed 8" by city ordinance. The police are really lax on it though. I've seen places with growth way over 8". If you live in a development you probably won't be allowed to have any weeds and you'll have to keep your dog in the backyard or indoors. The popular thing with many of my neighbors are "invisible fences".

Dogs are to be on a leash in Rapid City and there are several dogparks in town that allow dogs to roam free. One is in Robbinsdale Park and the other is out by Falling Rock.

In most neighborhoods you can't have pink lawn flamingoes either.

There's a house by the Cathedral that has a bunch of lawn flamingoes and in high school we used to go steal them and put them in the Cathedral's lawn!
We were afraid that the owner was probably sitting out on his porch with a shotgun counting them every night!
