Notary bought client's triplex (debt, for sale, advantage, attorney)

My Mother in law had a notary that was given power of attorney. The Mother in law had a financial mess on her hands. She is elderly and when her husband died he was 40,000 in debt and had a triplex. Years after the fact I found out today that the notary bought the building. The building was never put up for sale. Is this legal? I don't think this notary had the best interests of her client"s assets and it seems like she took advantage of the situation. Any thoughts would be appreciated.
