Depends mostly on mostly property records. Some jurisdictions make the information available to basically anyone, others require a costly process to secure this information.
Obviously if the governmental unit charges for access to the info you are not going to find it online for free...
In my area, it is public information, but only available online to real estate agents, via the MLS or through title company websites, which you have to have a password for, so again only agents.
However, the general public, here at least, can call or visit the assessor's office and get that information.
In my county, the Property Tax records are public.
I can view prior years of taxes collected on selected properties and deduce information from that. RE: If the Homestead Exemption isn't being used, that means the owner isn't occupying the property. Also, the charts will let one do 'what if's' with different exemptions using current tax data. Also if the taxes are in arrears, that's easy to spot.
These are tools one can use for figuring what the tax costs can be on property they are considering purchasing.
Click on your state, then county from the list and the departments that post online information will come up. Try the tax assesors website as that will usually work to get owners info.
