Consistently, objectively and inline with the law.

If you don't already have a LL oriented attorney... find one.
Find an active LL owners group as well.
Use forms and contracts that are KNOWN to pass legal muster in YOUR County courts.
Don't try to reinvent the wheel.

There are a lot of ways. After you have the screening reports, you need to know what you are looking for, and why. That is the big key. If you do not have a screening service that does credit scores, county level criminal checks, employment and landlord references, you better get one right away.
