A good realtors job is to help their client understand the local market, values, and to the extent possible the motivation and flexibility of the seller so we can put together a pricing strategy with the best chance of success. When the seller is represented by their own agent, we have very limited access to the seller to "convince" them, other than possibly presenting the offer directly to them in it's best light. All direct negotiations are between the two agents.
As a person who has bought and sold quite a few properties in my lifetime, you made a damn good offer and I think you should stick to your guns. You even said there was another place priced at $229,000 that you liked. I don't think this one is for you. Those HOA fees are too high, your realtor is too "laid-back" and the sellers are too stubborn.
Just wanted to give an update on the latest. Much to our pleasant surprise, not to mention right before we were going to fire our agent, we learned that our latest offer of $230,000 was accepted. Go figure.
