May depend on where you are, but generally it should be kept full to avoid damage to the surface. In Phoenix with the hot summer and sun exposure, it would soon crack. However, that does not prevent many banks that own foreclosed homes from draining them due to liability concerns. I've seen many that would subsequently require repairs by the new owner.
