Each year we paid billions on property tax to the county. I am wondering how can we trust people in county didn't put money in they pockets? Did we elect the leaders of the county each year?
I remember last year has a news a housekeeper found county leaders in LA paid themselves million dollars salary, but later media didn't have following up report(covered, why?)

We send billions to various levels of governments--state, feds, local, etc. There are serious checks & balances to prevent outright theft/fraud. It would take several people working together to pull off the type of theft you refer to. Very unlikely to happen.
What does happen is gov officials (elected or not) pulling a scam, rather than outright theft (I know, semantics). They'll set up a friend as a vendor, then have them bill for work that was never done. Yada yada a million examples....
