Aren't HOA's pretty standard for the most part? It made me wonder since the agent never came to pick it up when she said she would.
If I were you I would have said you'd be happy to provide that on receipt of a serious offer in writing with a binder check.

They may be spinning your wheels. I think three times is more than enough times for them to have seen it to be able to make an offer. Perhaps you should ask them what it is exactly that they are concerned the HOA rules might say (so you can check out the answer and simply relay it to them).
