That is what your agent is for is to coordinate those things for you. Out here the asset management companies do the de and re-winterizing. If your agent's HUD instructions are different
follow the instructions on the HUD site for that property.
There are explicit directions on the HUD and Pemco (or manager's site) that tell you exactly what to do. Follow them.
