The answer to this is usually to petition your council to put in speed humps (that's judder bars) or a roundabout or some other sort of traffic control.

It solved the hooning down my street (roundabout).

Also, put pen to paper and write to your Police advising them of the problem. If I know the bacon, once it's in writing it will bounce around the organisation until someone realises it's a fundraising hotspot and start getting busy with some speed cameras.

Depends on who owns the street.

If it's municipal, call the Police. ( No need to use 911)
If it's a private road , the association has to handle it.

Get neighbors to call the police, too, so that the police can figure out that you are not just the neighborhood complainer and it is really an issue.

Every couple of years, locally, we will have a group of teens killed street racing, so the police should be responsive. If they aren't, make a lot of noise about it. Maybe emphasize that it is dangerous and not that you are complaining because you don't like to hear the engines.

Probably the most sane and rational idea I've seen so far. Simply the knowledge that they might be speeding might be enough to get the cops out there to park somewhere with their radar guns and issue tickets. I guess some of these $500 winners are winners for a reason... providing useful and practical information.
