WHO will get the NFA (No Further Action) Letter (documents, company, seller)

I am in process of buying a house which has oil tank leak and the tank was removed on Dec 4th and the soil test (6 places around the tank) took after the soil test came good.
The oil company filled the documents for NJDOE to get the NFA letter and we are waiting for the letter.

Now this is my question.
Who will get the NFA letter? (OR) to which address the NJDOE sends the NFA letter.
To the Seller or the OIL Company.

Can someone please let me know.
