Although I have no issue with someone putting up a temporary banner for 1 day welcoming someone home, it appears this banner has been up for at least a month.
So yes, I agree with it being taken down and letters being written. Its a HOA, you cannot do whatever you want. Its no different than if you lived in a condo or skyscraper. There are rules you agreed to.

Except the regulations say nothing about length of time, only size. They made up the rules to suit their anti-military sentiment.
Limiting it to two weeks before he comes home until two weeks after, seems to be reasonable enough. Why would they want to have it up longer than that? I tend to agree with the HOA here, but I'd think they'll want to amend and clarify their rules to cover these types of banners.

Identify any rule that they "agreed" to that they have not complied with - or are you making up the rules as you go along which is what usually happens with HOA property.
People complain about HOAs, but never do anything about them. The best way to deal with an HOA is to get elected to the board.
