Most homes have a "utility easement". This simply means that a utility company can come on your property to do what needs to be done to maintain service to you or your neighbors. This includes replacing transformers or poles, digging up underground connectors, reading your meter, connecting or disconnecting the power, trimming trees getting into the lines, etc. You can't refuse entry to them for purposes of maintaining THEIR equipment. Only the wires on your side of the meter are your property and you are responsible for maintaining them.

Phone and/or cable are lower down on the pole (I think they must be separated by 8' vertical). Phone and cable do not need a separation from each other.
