Does community changes from one ISD to another (house, Texas, Houston)

I am looking for house in Katy area, Houston . This community currently falls under Katy ISD (Great school district) but is very close to the Royal ISD (Bad school district) so my question is that is it possible that a community can be changed from Katy ISD to Royal ISD? If yes, on what basis do they recategorize.
NO. Texas ISDs never (almost never) change boundaries. It takes both ISDS to agree and maybe a vote of the people. Just doesn't happen.
Agreed. Very small ones may merge into larger on occasion but the lines on school districts are not redrawn.
It's very hard for an area to even leave a current ISD to form their own.
