Long story short-- There was a $500 escrow agreement made at closing for the builder to paint the front pillars of my house by May 1. The escrow is held by the Title Company and the money is withholding from my real estate agent's commission.

The timeline I gave the builder was more than generous and they have made no effort to follow through. So in the meantime I've had to have ugly unpainted pillars in the front of my brand new home since January.
Also, long story short, I don't trust anyone involved to act in my best interests on this (title company agent is friends with my real estate agent).

I want to paint it myself but don't have any painting tools/ materials.
Below is the escrow contract.

Any help would be greatly appreciated!

That's a pretty poor escrow agreement--the builder isn't out anything if he fails to perform. May 1st is coming up soon. Contact the builder to see if he intends to meet the deadline. If the painting isn't done by then it appears that you can contract for the work yourself and bill against the escrow. Just confirm everything with the escrow agent before you go ahead and do anything.
