We lived in Pima County AZ in the late 90s and anyone considering that area had better check very carefully. We were told we could get a permit to put our RV on the property and it would be good for 1 year and these were issued so that you had time to build a home. We looked also at the cost of drilling a well which was quoted at $18,000. NEVER trust what a realtor says or the owner of the property as I have seen a lot of expensive mistakes.

There are only going to be a limited number of areas where you can put the RV on property. If you see RVs in the area, they may be in place waiting to start building a house. Everything has really tightened down.

Many counties do not allow single wide mobile homes unless in a park. Many communities now only allow site built homes.

Also, make sure you actually can access any property you buy since we were on roads that were actually someone's property before we got to the land that was for sale.

The climate of the area and the quality of the RV are going to be HUGE factors. Most RVs designed for seasonal camping aren't equipped to handle long periods of cold weather.

Up the road from us was a huge area of forested land and it was sectioned off with surveyor's flags. About 18 months ago, the for sale signs began to disappear and tents were visible through the trees. Slowly driveways began to appear and with those driveways came a shack or more tents. There is now one house, 3 RV trailers and on one plat, 4 tents. Each of the properties has its own mailbox so it's clear where there's a "homestead" but in each case there are vehicles parked almost every single day so it's clear people are living there full time.

When we inquired about putting up a sub-pole for electric to our RV trailer that we were buying, the only condition was going to be for if it was going to be an additional home. So long as it was a mobile trailer, nothing else was needed; no permit required.

Sounds like a great idea! I tried to talk my parents into the same thing. You would need to look at the zoning of the area you chose to be certain though. The ability to do this will depend on what the zoning allows. It isn't hard to check out though. The first step will be to find the land you are interested in!
