Because there is an unfortunate history in the USA of doing horrible things to ethnic groups for fun and profit.
If personal ethos is not sufficient to rein in terrible behavior, often laws get passed.
In this topic, personal ethos has historically been so insufficient, multiple Fair Housing Laws were deemed necessary to curb behavior.
