I had a 20 year old neighbor who had a noisy, drunken row with this girlfriend. He wound up taking a porcelain pot and hurling it over her head about 15 or 20 yards into the parking lot. I called the cops with my number screened, i.e. *67. When he was sober he asked if it was me. I talked my way out of what could have been a nasty confrontation.

If conduct is bad but below arrest levels, I can understand the hesitation to do anything. They can do a lot of damage by vandalizing when you're not around or starting a fight.
