The town is in the wrong. In the USA we're supposed to have something called "freedom of expression". Frankly it's appalling that a town would punish someone for PAINTING THEIR HOUSE a certain way.

I read the city ruling and I can see where it might be called graffiti, but I think calling it a sign is bizarre. I don't think the average reasonable person would look at that house and go "oh, it's a business sign." I don't find that as a logical leap.

If there isn't an HOA there or CC&R's without an HOA (we have a lot of that here), then I don't think is is appropriate for the city to step in and start a fine. This is why people choose neighborhoods with HOA's and CC&R's.

It may be a technicality, since "graffiti" might send someone to jail while "a sign" might be a civil offense with a fine instead. We just don't know.

In my opinion is was poorly done, and is sort of like a huge unattractive billboard. Van Gogh would not approve.

What is beautiful to one person isn't to another. I don't like it, but don't think it deserves a fine like that if there are no very specific rules in place that were broken.
