LOL! That was my first thought when I heard "one time courtesy".

My husband bought a separate meter, as suggested by posters on this thread & the plumber who inspected the property for leaks. I don't know the details as to how it will protect us if we do receive another outrageous bill (will the city claim we "tinkered" with "our" meter?), but I will ask him.

I wish you all the luck that an outrageous bill doesn't happen again. If anything, the second meter may give you ammunition if they try to pull another stunt. Your water history plus a separate meter could give you leverage should you decide to take them to court....should it happen again.
