I personally agree with you that the term "steering" is intended to negatively mean "you don't want to live here because you wouldn't fit in". But in reality/legality, it's a different matter.
Do realtor's steer people? I just thought they presented information.
I could be wrong but this appears to be a rhetorical question, so it seems surprising to me that you'd be surprised that realtors technically shouldn't be talking about the makeup of a neighborhood.
Plenty do, but pretty sure they're not supposed to. I guess it depends on the risk of actually getting in trouble for it. I believe they're not supposed to say much about the schools either (at least in my area), yet I still see plenty of listings that tout "excellent schools."

Like all things, it's in how you say and if you consistently say the same thing to every single home buyer regardless of protected class, but you still risk disparate impact by steering buyers away from a neighborhood. The issue with the term "excellent schools" is that it is subjective. One of the nice things about school ratings is that consumers can self-define what an acceptable school is. "I want Great Schools scores greater than 8." That's an easy enough directive to follow with no interpretation needed by the agent. Otherwise, you risk steering issues if you define what excellent schools means for your buyer.
