Perhaps he could be patriotic during the day, and considerate of others at night.
Or get a quieter flag; maybe smaller, or softer material.

I did a quick Google search, and it looks as though the association has received complaints. They also aren't asking him to take it down completely, just at night - when people probably expect more quiet.

If it were a rainbow flag or a BLM flag, would they have complained? Just curious.

HOAs can be nice if managed properly. Taking nice care of the lawn, mulch, trimming trees and bushes, upgrading siding, roofing, driveway. Maintaining a common appearance.

Banning the American flag is a far, far overreach. Assuming it is a normal sized flag and not super sized. If it is causing a clanging noise could that be fixed somehow?

If those flags were a nuisance I would imagine so. Not sure what difference it would make.

I don't think it should matter what type of flag. Any flag interfering with another's rights of quiet enjoyment of their homes is what matters. It isn't popular when the American flag is involved but it shouldn't matter in this case. IMHO, the homeowner needs to respect his fellow homeowners or move somewhere else.

Wait, what? Flags make noise. So do car motors, lawn mowers, leaf blowers, rotary saws, sound systems through the open window, etc. If you're going to live 20' from neighbors, you have to put up with a certain amount of noise.

A neighbor using their leaf blower at 11pm is a legitimate thing to complain about, or a loud stereo at 3am. But a U.S. flag flapping on the pole is just a weird thing to get worked up over.

I suspect none of us can determine how loud a flag flapping in high wind in this story can say with any certainty unless you live near the man in the story. I am just offering an opinion and nothing more. I am not an authority on the matter and won't pretend any differently. I did not question his right to fly the flag.
