I have been told that the best way to reheat left over rice is to put some water in it and to microwave it. Is that true? What about if the rice is already mixed in with the meat, as with Indian food, Chinese food or Spanish food? Should one still add water to the dish before microwaving it?

I do, but just a light sprinkle, which mostly turns to steam. After all, what makes a microwave oven work is heating up the water content. No water in the food, no heating!

Yeah. Doesn't take much. I just run my fingers under the tap and toss in a few drops.
Ok I know what I'm going to suggest doesn't technically count as 'reheating' but it's going to taste so much better. Since you mentioned that the rice already contains some meat, why not make fried rice out of it? The meat will enhance the rice's delicate flavour by multiple folds.
I never add water,all I do take the rice out of the fridge a hour before I use it.Put it in a pot and warm it up on the lowest heat. It turns out perfectly!Sometimes I put a bit of butter on the bottom before the rice goes in the pot,gives it a special flavor.Some people warm up the left over rice in the oven spread out on a cookie sheet on low temperature.
If its been in the fridge overnight or longer, its lost water content.
I use the same method above of wetting my hands under the tap and sprinkling a little onto my rice before warming.
If it was just rice, I would use the water (or broth) and the microwave method also, though I would very likely add some sort of fat as well. If meat and veggies are involved, you risk ruining their texture in a microwave. Better as above with some butter or oil in a frying or sauce pan over low heat, stirring gently but often.
