I was in the observatory area taking a phone call and guess who passed by. I waved my hand. He saw it, ignored and walked off as though he didn't know me.

Why don't you ask him? He's the only one who can tell you. I think it's funny to see a guy obsessing over whether another guy likes him. Follow him to his desk someday and ask what
his deal is. Does he wear glasses? Maybe he's half blind and cant tell who it is LOL

Maybe he had an argument with his wife/girlfriend?

Maybe his in-laws are coming over?

Maybe his college night classes are over?

Maybe he suffers from migraines/gout/IBS and he's finally feeling better?

Maybe he bet massively in the NBA pool at work and lost?

It could be anything.
