I've always been curious about this. I'm from Canada and the men here are really reserved. What I mean by this is if you go to Italy you will notice men whistling at women and complimenting them. Basically they are not shy and have no fear of showing their appreciation for women.
The only time this may happen in Canada is if you walk by a construction site and even then its not guaranteed. The men here seem to be scared to express any admiration for a woman's looks.
Is it the same in the US or is it more like Italy????
Thoughts????
Interesting .... I've never considered cat calls a compliment.
In direct answer to your question social standards vary by society / geo. location / community.
If men - even at a construction site whistled, made remarks, (cat calls), etc. I'd contact the police - if it were at a construction site, I'd complain to the construction company. That type of behavior is not accepted here.

It is a compliment that is done in a distasteful way. I'm just wondering if men are more reserved in the US too.

Where in Canada do you live? Besides Quebec, it's not that different from the US.
Halifax is like the Northeast. Ontario is like the Great Lakes cities. And Western Canada is like the Great Plains of the US. Vancouver is like Seattle.
They do? I'm sure most of the women who will reply to this thread will state that they would be horrified etc etc that it is inappropriate while secretely they would be flattered. I'm not talking about lewd comments and gestures but really what harm does a whistle or a nice compliment really do?
Just try to make eye contact with a pretty woman in Boston...good luck.
Ugh. This reminds me that in less than a month, I'll be in Martha's Vineyard for nearly 2 weeks. Not a fan of NorthEastern people, besides New Yorkers.
