I'd say it's a bad idea when that person is either your supervisor or within your chain of management, or a direct subordinate who you supervise. All other's are fair game with the occasional exception. I've seen plenty of work place romances work out and I've known some couples who met and dated from the same office and ended up married.
As someone who is currently dating someone I work with I would say it only really works when your not looking for a relationship. If things progress naturally without any awkward/forced/dramatic/overly affectionate moments unfolding in front of other employees then go for it.
It is not an issue as long as it will not affect the quality or your productivity innthe work place...
