Depends on why he is staring. If he is smiling while he is doing this, then that probably is OK. Smirking would be totally different.

My first thought would about why he is smiling is that I have something stuck to my face or my shirt came unbuttoned...

If he reminds me of the wolf in "Little Red Riding Hood" then no, it's not Ok.

Why would someone stare a woman down in a predatory way unless they were gonna like... kill them or something? There is a difference between "making eyes" at someone and giving them an "I'm definitely gonna stalk you later" stare.
