Try screaming out their name in agony...the correlation made of the extreme emotion coupled with their hard-to-remember name will imprint itself in your head. But don't be surprised if they RUN the other way. But on a serious note...memory is improved if there is an emotion associated.
This is normal. It happens especially when meeting multiple people, but even meeting one, you may be so nervous you aren't paying attention even though they are speaking to you.
I simply say a few minutes later or when it's appropriate, "Please excuse me/forgive me, can you tell me your name again?"
If there are a lot of people at once, I can forget some.
I tend to try to say "Hi Dave" when shaking their hand.... repeating it straight away tends to help me
This is what I do to and it works really well. I'll say "nice to meet you Sue" and I try to repeat the name once more during conversation or at departure.

I have no advice for you. I'm awful at remembering names. If it's someone I'm meeting, like a neighbor, and I rarely see them, it's a sure bet I'm gonna be scratching my head trying to remember their name later.
Usually, when you hear their name, it might help to add a word that starts with the same letter as their name. For example, your name is Dave. If someone meets you, they can add a word that starts with a D, in their mind , of course. For example they can look you up and down and determine what descriptive word starts with a D that would describe you. They could think something like " Dancing Dave", if you are wearing dance shoes, or s/he sees you dancing a lot. Or "Delightful Dave", if you are charming. Or "Degenerate Dave" if you seem degenerate, etc. Like that. It's easier to remember your name if there's a word to describe you that starts with the same letter.

Repeat their name immediately..."Hi Kari...nice to meet you."
Then think of something that will make you remember her name. Like "caring" or something of an object. "Carrot" "Car" "Camera" That will make you see her name connected with something you remember.
During the course of your introduction, try to find a way to say their name three times. "Dave, hi I'm Coolhand...nice to meet you Dave" then upon departure "Nice meeting you Dave". Repetitive, but effective.
