I'm gonna venture a guess and say "no." You probably can't be ugly and be considered sexy at the same time, that's sort of an oxymoron.

But he's not ugly.
An ugly person could have "sexy" personality traits (at least to some people) but they'd still probably be far off from being considered "sexy".

I think Brendan Gleeson's character in "Braveheart" is rugged/sexy. Also Tom Sizemore, Glenn Morshower (Aaron in "24") and James Gandolfini.
