It means you're still in the process of getting to know each other. You still haven't clarified whether this "seeing each other" has gotten physical or not. If it has, it means your FWB.

Have you been sort of clingy, or introducing him as your bf, or otherwise showing signs of wanting to be exclusive and "officially" bf/gf? Then it means he's telling you to back off. If you guys aren't on the same page, maybe it's time to face the fact this isn't working for you, and to start looking elsewhere. And since he says you're not bf/gf, it means you can continue seeing him while you look elsewhere, if you want.

This is an interesting question. I've never heard of a guy saying that, so I don't know what he means. I didn't watch the movie, either, so I'm curious, now.

If a guy truly wants to be with you, he will make it known to you and will not be afraid to call you his girlfriend. He's not ready to commit, so neither should you. Date around - I'm not advocating sleeping around - and give yourself the chance to find someone who truly wants to be with you!
