OP, that's not a good percentage. Anything below 50% is no good so if you went out with 18 chicks, you should have hooked up with at least 9. This is mainly because if a chick has already agreed to go out with you, it's safe to assume she finds you attractive enough to date (and probably to hook up with). If she already finds you attractive enough to date, you should be able to close nearly half the time provided you don't say something stupid.
Now, if you randomly approached 18 women on the street and 3 ended up giving you their number, then I'd say you did well because in that situation, you have no idea if they find you attractive and everything is completely hit or miss.
Whether having sex with 18 gals a guy has dated is a good percentage or not depends on what he thinks is a good outcome. Most likely with the sex bit your goal was sex so a 16.6666667% isn't a good percentage.
If you are banging fugly, then that is a horrible ratio.
I hope some women read this and learn something. Guy dated 18 women this year, wants to know how he is doing if he banged 3 of them. And yes that is normal and typical for guys.
