It's the sort of thing I would do to a guy if I didn't want to stop and speak to him but didn't want to shatter him either.

If she did not want to talk to him for a second time or shatter him (I don't know what that exactly means) than wouldn't it be better to just look the other way and avoid eye contact?

If he would shatter from a simple "no thanks", that's a bigger problem....

I agree. He also told me that it was not a twitch or dust because I questioned him and he said it was an obvious wink.

The wink and smile are indicators of interests. he is overdue on asking for her cell number, but she's still open to talking to him to see if there is more spark and compatibility. next time he sees her, he needs to just say "hey, i wanna send u a text, whats ur number?" Better if he can whisper that and hand her his phone and say "just punch it in. thanks". Then text her whatever banter, conversation starter or other message you think we take you where you want to go next. Good Luck!
