Breasts are only sexualized in modern cultures. Many civilizations view them only as baby feeders, as they view feet as a means to get around. There's really very little difference.
I think another reason women get annoyed about this is that many guys act as though the only valid opinions are male opinions. Surely a woman chooses her every stitch of wardrobe to elicit some response from a male, as though what SHE thinks about how she looks is irrelevant when compared to what a man, any man, might think. And everything a woman does, right down to tears when she is sad, is calculated only to manipulate men.
It just ain't so. Really. I swear.
Sometimes a girl just wants to up her own self esteem by liking what she sees in a mirror, and our society really does promote that. Sometimes what men think really isn't all that important.
I always see these certain women who dress with cleavage showing or skirts that show off their legs ect...These are the same women who will tell their pals that they hate when guys stare at them and treat them like a piece of meat.
What do these women expect? They are showing off for 'someone' aren't they?
My question is: Why do women who show off, like to call men perverts for staring at them? Is this the man's fault for looking?
No they aren't the same women. I wear short skirts and enjoy it when guys check me out. I am certainly not the only one.

I think you better get that out of the way early.
But it's true about the prior post about the breast and feet and can even go in some circles (even in Catholicism) that having sex (intercourse) is solely for procreation purposes only otherwise not to do it.
I'd like to add to this thread in a constructive manner now.
A gentleman can "check out" a lady without being a perv.
There's a certain way to do it, and it's called being discreet.
I.e., when y'all are conversing, keep the eyes on the face.
But let's say that I'm out with a gal along with a friend of hers. The gal that I'm taking a liking to turns her head, or momentarily looks away from me and I steal a glance.
Her girlfriend notices me doing this and I catch a sly smile from her.
She's gonna tell my ladyfriend later that I was checking her out.
It's sexy, not at all rude, and perfectly natural.
