You got it right, but it could have been phrased differently for clarity.
But as for your question, I don't think it would make a large difference, but there'd probably be a noticeable difference. Of course, some people using diseases as an excuse to avoid sex will just find a new excuse, and some who really are fearful would jump right in.
If every STD could be cured, then most STDs would eventually be eliminated entirely from the human population. (If a disease cannot be easily spread, it generally won't survive in the long run.) I think this would remove one of the major arguments currently used against promiscuity, and thus some people would be more promiscuous. I, personally, would be far more likely to have more sex with more women. In particular I would have more sex with women who are not fertile. (Overall I'd say that this would be a very good thing :-) The lack of STDs would also remove one of the major arguments against prostitution, so prostitution, in general, would probably increase.
Just to be clear: I'm not saying that everyone would become more promiscuous. Probably a majority of people would not change their sexual behavior. But I suspect that perhaps a third or a quarter of the population would react more or less like I would.
Just for fun I will add that, if the curing of STDs were accompanied by certain sex-positive changes in general social attitudes, we could have a significant drop in crime rates. Most crimes are committed by men. Some portion of these crimes are committed by sexually frustrated men. With more people, in general, willing to have more sex, and if prostitution were legal and socially acceptable, then some men would experience less sexual frustration. The result could be a small but noticeable drop in overall crime rates. Just a thought.
