Tell the brother and other friends you want to talk her alone for a minute away from the group or wait until the brother goes to the bathroom. Tell her your feelings see if she's giving you positive signs. If so, be a man and go for the kiss; a kiss is special and if she's into it you're clearly in. What ever happens from here, you're covered...If she rejects your kiss you were just drunk, she most likely won't even tell the brother or family but even if she does they will just brush it off since you were drunk.

There is no better idea than this...This is how you avoid any weirdness or awkwardness and ensure you remain friends with the brother. I'll give someone props if they can come up with a better idea to avoid awkwardness and remain friends with the brother.
