Hi, I am 20 years old but I look 14 years old. I don't know how to approach or flirt with people closer to my age without making it seem adorable or creepy.
If you're in college, your only choice is to approach other college students who know how old you are, because they're in class with you, or have been on your dorm floor, or something. Otherwise, it's hopeless. Really.
I'm female and I am at a community college. To make things worse I live at home, I can't afford to live out on my own.
Trust me, as a female it should be easier. More likely they will think it's adorable, unlikely they think it's creepy unless they feel certain in their mind that you're underage. However, if you approach on the campus, chances are they will think you are old enough.

Where you live doesn't matter. If your college has activities you can participate in to meet people, take advantage of that. If there's a drama group, volunteer to help with the set or in the costume dept. School newspaper, if there is one, anything. Will you be transferring to a 4-year college later?
Sometimes make-up helps women who look too young look older. I don't know if you'd be up for trying that.
I have always looked younger than my age --- enjoy it!! It is a blessing, I promise.
If I wanted to not look so underage as a 20-something, I would go the make up route. Hit up a high end retail cosmetic consultant (in a local mall or stand alone place) and get a make over done. Let them show you how to apply it so that you take on an little older tone without looking "did up" in the process. Cosmetics truly are an art.
As everyone else said, get out and meet people while having a good time doing it!
if your face/hair make you look like one, fix that.
