If a girl calls a guy and they talk for about 30 minutes and then the guy says "If you want to talk more, call me tomorrow." Is this a man's way of turning down a woman politely?

No?
Men are usually straight forward about what they want.

I wouldn't think too much about it. We sometimes put too much emphasis on ourselves.

To me that was a polite way of trying to end the conversation because maybe he had something else to do, maybe he had to pick someone up, or he might have just broken up with someone else. I don't think it necessarily has anything to do with you.

But if i were you, i'd wait a few days before calling him again. If you call "tomorrow" like he said, it will probably be put in the back of his mind that you're desperate and probably will end up not being interested.

He told me had something else to do because he has a business meeting.

Some guys don't like to talk on the phone.

He gave you 30 minutes.

I wouldn't think it was a bad thing. He was just ready to do something else.

I still think he likes you though.

did you expect him to drop everything he's doing and chat with you all day?

Maybe he wants to talk you into lowering your guard so he can steal your purse.

I guess you'll find out what his intentions are when you call him back tomorrow.
If you had an amicable conversation on the phone for 30 minutes with the guy and he asked you to call back tomorrow why are you reading rejection into this?
