Based on your location:

where to find a cougar: Las Vegas Zoo
how to ask them out: roar?
dos: always carry raw meat to feed them
donts: dont run out of meat/kissing could be deadly

If he wants to attract cougars, I suggest stapling meat TO his person so he doesn't have to carry it around.

Frees up his hands and everything.

The Puma Concolor or the cougar as it is commonly known, is a large cat of the Felidae family and is native to the Americas. It is commonly found in rocky, hilly areas on the West Coast, the Midwest or the South. It is not generally recommended that one asks them anything, but if one must, a suit of body armor is recommended. They often feed on deer and other mammals by way of ambush attacks. If those foods sources fail, they may move into chic bars where yuppies congregate and drink overpriced wine, whereupon they will bat heavily done up lashes at 20 and 30 something males in order to seduce them. Once seduced, the hapless male is lured back to the lair of the cougar, where she will pounce upon and devour him.

Also, pay attention to body language.

Don't listen to these jokers. The best way is to find a cougar that looks good, walk up and say:

"For an old lady, you look pretty good."

That should start the ball rolling.
