Some women/girls don't have a problems with foreplay but do not want intercourse either because of religious reasons, because they want to wait until they are married, because they are not ready to have sex with you yet, maybe because they are afraid of STD's or getting pregnant. Even if they don't want to have intercourse there are other ways to have a happy ending.
This!

You say they are doing everything else, which pretty much. States all the other reasons you e been given (fear of STDs, pending period, odors, not wanting to appear to easy, etc.)
The mental gymnastics we (meaning everyone) can do to convince us that we're not what/who we really are can be mind blowing. Often we don't even realize we're doing them. By avoiding certain kinds of penetration, they can convince themselves that they are still a virgin, or that they have somehow "saved themselves." It's a thought pattern that has strong religious (and legalistic I might add) roots.
It's amazing how freeing our life is when we allow ourselves to see the world as it really is. It doesn't absolve us of responsibility, but it certainly opens us up to a world of opportunities.
There is nothing magical about vaginal intercourse.
You must be doing it wrong.
Some men and women play games for a sense of power. It's not right, but it happens. If this happens to OP a lot he may be attracted to women who like conflict and drama.

can you elaborate any more on this? i felt as if at least one of the girls was like this.
so i've gone on dates with several girls where we do pretty much everything except for sexual intercourse.
we take all our clothes off, we do all types of foreplay, but when i say "i'm going to put a condom on", they stop me and say "no intercourse". and it ends right there. we go to sleep and we don't have sex.
why do girls do this? i'm really confused.
if they are willing to do everything else, why not go ahead and have sexual intercourse?
Perhaps they don't feel that you are worth the effort.
Maybe they want to finish it off on their own.
Perhaps they just wanted to look at the menu but aren't interested in any of the entrees.
