It seems pretty obvious that the actual problems here aren't the pet issues, but they are providing an "out" to exit an incompatible relationship.

This. Anyone who lends more emotional significance to animals than people has some deep seated emotional issues. I dare you to find me someone who thinks this way who hasn't been burned by an ex, bad parents, can't have children or any other disappointments dealing with people.
And I totally agree with whoever asked what kind of man owns three chihuahuas. Tell your bf to man up, get rid of those barking rats, and get a real dog.
