Then invite her for an afternoon in the park. She doesn't know that is what you envision so spell it out. Ice cream can be optional. Some people don't even like it.
I never in my entire life met someone who didn't like ice cream. Maybe I should have said lunch instead
So don't meet her. No need to overreact. I wouldn't like an "ice cream meet" either, but for me it would be about my food choices. I'd rather go for a walk somewhere, meet over coffee, or see an art show. Play putt-putt. Something of that nature. But no big deal...some people just have different expectations. Leave it at that and move one.
I guess I thought this would be a nice meet up for a summer afternoon
"eating ice cream outside followed by a walk and talk in the park"

I like ice cream. But I rarely eat it as I watch my calories pretty strictly - I don't like to eat a bunch of crap, and ice cream clearly falls into the "crap" category. Suggest something other that EATING.
Sounds like you two are simply not compatible. No need to over analyze or read too much into this.
This.

Eating ice cream takes 20 minutes. Then what? Find an activity where you can linger and talk.
Yeah. You can still go somewhere else after getting ice cream.
When I was in college, I once got ice cream with a girl I was seeing and we went by the lake watching the sunset and sat next to each other while we ate and talked.

Not all of that responsibility of mentioning stuff has to fall on the guy.
Sure, he could have, but she could have said a little more too.

That was the plan to have ice cream and then go to the park. Another girl who I met thought it sounded like a great idea which will take place next saturday

So then why are you stuck on the woman who wasn't interested? Not all women are the same.

I understand that. But it sure sounds like he was setting up the plans. She also suggested dinner or a movie.
If he took his ball and went home after the first swing and a miss, because...oh, what was it? "Clearly she is hungry and looking for a free meal"?
What's a girl to do?
I personally don't find the ice cream to be a bad suggestion at all.
