Surfing is pretty intense, so I agree with you. I don't think it's improper to explain that you're not a strong swimmer and don't feel comfortable with that level of water activity.
Of course you should suggest another activity! Surfing for a first meeting is pretty intense anyway, don't you think?
During my brief foray into OLD I had a guy suggest hiking for the first date activity. I was down for it because I like to hike, but he wouldn't let me out of it when we had a tornado warning! Jerk!
First meetings should be low key--drinks, coffee, maybe a walk. Anything else is too much pressure!
He likely suggested surfing because he wants an athletic woman who's up for fun and adventure, so while it's acceptable to decline surfing because you're uncomfortable, I'm not sure suggesting coffee is the way to go. Try suggesting another active, outdoor activity that doesn't scare you. How about a walk on the beach? Seems like a reasonable compromise.
