From what I've observed IRL, guys CAN be shy if they are good-looking enough and will still do well with women because these men will be able to stand out without being outgoing. The worse looking you are, the more you will need to stand out by your personality. Thus, you will need to be outgoing.
Either way, the vast majority of women (but not all) prefer outgoing men for the very reason that you state.
